The DBE program is a federally mandated program intended to insure non-discriminatory contracting opportunities for small business concerns owned and controlled by socially and economically disadvantaged individuals in the U.S. Department of Transportation’s (USDOT), highway, mass transit, and airport financial assistance programs.  The Illinois Procurement Technical Assistance Center (PTAC)/APEX Accelerator, at Bradley University is sponsoring this training at no cost to attendees.
The DBE Program, administered by the Illinois Department of Transportation (IDOT), provides minorities, women, and other eligible small businesses an opportunity to participate in highway, mass transit, and airport contracts that are federal AND state funded.

Mr. Blackwell has been with the Illinois Department of Transportation (IDOT) for over 14 years.  He initially accepted a position with the department’s Bureau of Small Business Enterprises’ (SBE), in the certification section as a certification analyst in 1990, left the department in 1995 and returned in 2013.  In 2020 Mr. Blackwell was promoted to the position of certification Northern Unit Manager.  He continues to serve in that capacity.
